Congress leaves cybersecurity orphaned
In the aftermath of a congressionally mandated reorganization, it is unclear whether the infrastructure protection and cyber security programs at the Department of Homeland Security will ever prosper. Those programs had been part of the Directorate for Preparedness, which Congress, as part of the DHS 2007 appropriations bill passed at the end of September, moved into the Federal Emergency Management Administration (FEMA). The National Cyber Security Division (NCSD) is one of a handful of pieces of the directorate that will remain at the DHS. Not even senior-level officials at DHS know where they are going to tether the orphan programs, according to an industry lobbyist who spent a day in meetings last month on that issue.
